It does not foam but cleans the skin well without drying it out. Some customers have found that the cleanser doesn't lather well, making it difficult to remove. One reviewer who usually uses the CeraVe Blemish Control for oily skin did not like this product as it did not apply well and caused breakouts. Another customer found that it irritated their skin causing redness and more breakouts, so they had to stop using it.
